considering this context:

...Sir Gorge said indignantly: "They want the army tp protect them from Frenchies and redskins, but they don't want to pay for it!"

"Nor will they, if they can help it," said Drome. "The Boston town meeting has announced a boycott of all British imports..."

1.What does the word "help" mean here? simply helping or the second meaning "to avoid sth"?
