Nor vs Or vs Subject Verb Agreement

Hi,

What is the correct way to write this sentence?

He doesn't listen to people who are too loud nor speak to people who are too quiet.

Is this gramatically correct? I'm confused on the following. First, should it be "speak" or "speaks"? Second, should it be "nor" or "or". Please help.

Second, should it be "nor" or "or"? Or.

Make the sentence a little simpler to see the major parts.

He doesn't listen to X or speak to Y. (Does is the auxiliary verb here, so you need "listen" and "speak".)
He neither listens to X
