Nor is it/ Or it is...

I am having an issue with "nor", anyone can tell me which one would be correct:

1) This subject has not been discussed, nor is it deeply rooted amongst valuers.
2) This subject has not been discussed, nor it is deeply rooted amongst valuers.

I believe it's #1. Are there any rules to which one is correct?
