How come a nonfinite verbs don’t have past or present tense but some nonfinite verbs end in ‘ed’ which is past tense.

The nonfinite verb forms are the infinitive, the past participle and the present participle.
In regular (weak) verbs, the past and the past participle are identical.
You can only distinguish the usage as a finite (inflected) verb and a non-finite verb in a particular sentence.
