Should I use "apply" or "applies" below?

You can use either, but the singular sounds more formal. While traditionally "none" is said to be properly singular, in reality native speakers have a strong instinct, in many contexts, to treat it as plural, even to the point that use of the singular verb may seem pedantic in colloquial contexts.
