Noncountable, countable

Problems don't always result in disputes, and disputes don't always result in legal action.

I believe problem, dispute, and legal action all can be countable and noncountable.
1) why couldn't it have been written as follows: problem doesn't ...in dispute, dispute doesn't ... In legal action?
