Non Restrictive clause

A technique originally developed for detecting air pollutants, called proton-induced X-ray emission, which can quickly analyze the chemical elements in almost any substance without destroying it ,is finding uses in medicine, archaelogy, and criminology.
1.What does called proton-induced X-ray emission modify... a technique or air pollutants?
2.If I modify sentence as below, What does "which....." modify ...a technique or emission?
