There was nobody to see
There was nobody to be seen

What difference is there between the meanings of these expressions?

I completed my job here and there is nobody to see any more.
nobody to be seen
I have gone to a corporation office to pay the house tax but to
my surprise there is nobody to be seen to receive tax.
I think I have tried to explain though not clearly

Difference is in the person.
MoivileThere was nobody to see
I can't see anybody here.
MoivileThere was nobody to be seen
I and everyone can see nobody here. I would prefer to use the first sentence.
