Nobody _______ throw away rubbish everywhere!

(A) shall (B) must

The answer is shall. May I ask why can't I use "must" here? Thank you for your reply!

Hi,

Even with either A or B, I don't feel that this is a very natural sentence, and I don't think a native speaker would write it in this way.

I assume it's a sign that means something like "Do not dump your rubbish here" or perhaps "Do not litter".
