no worse/not worse

1> This book is no worse than that one.

2> This book is not worse than that one.

Question:

What's the difference between the two senteces?

My guess is :

They are of the same meaning:

And the meaning is : "This book is as bad as that one " or "This book is as good as that one"

Am I right?
