"No" with "subject" and "verb"

Hi,

1.When a subject and verb come after the word, no, should they always be in singular or can they be in plural also?

1. No person is allowed

2. No persons is allowed

3. No person are allowed

4. No persons are allowed

How many of them can be grammatically used?

2.And can plural words such as people, lives, etc. be placed before no?

1. No people is allowed

2. No lives will be spared
