No, the line is busy/ the number is busy

Hi,

Lisa: “Have you been able to reach Peter?”

- Gina: “_____”

A.There’s no approval

B. The number is busy

C. Yes, I’ve known him for years

D. No, the line is busy


Which one is correct? I chose D but I cant decide the difference between B and D.
