Hi! My question is if I am a smoker, can I smoke or not?

It could go either way. It could mean "A no smoking section is available" for people who do not smoke, or it could mean "no smoking section is available" for people who spoke. 95% chance it would mean it is a smoking facility, but there is an area designated for non-smokers.
