Can you explain that dependent clause?

Well, the main clause is missing. "If there is etc ..., then what?"

The presence of *** is just a fact, it doesn't prove that I don't know what.

That doesn't sound right to me. I think it would work better without the 'if.'

That's because the consequent clause is missing, just as in the original poster's example.
It is not intended to be a complete sentence.

I believe the poster just wanted an explanation of the "the fact that" construction.
