I read it as definition #2. Taking a less important role. People are not letting professional money managers make decisions and buy and sell stocks for them - they are making only one decision - "sell!"
By the way, a "back-seat driver" is someone who is in the car as a passenger, and always telling the driver where to drive and how to drive. They are very annoying passengers!
