No one has come forward yet?

No one has come forward yet to claim responsibility 'for' the attacks.

We use 'of' with meaning of relating to, or connected with. If so why we can't use it here instead of 'for'?

Thanks,

I'm not sure I can fully answer your question. As far as I can remember, I have heard only 'for' after 'responsibility'.
