The rich are no always happy.

The rich are not always happy.

Are 'no' and 'not' used just the same?

I thought there is something I don't know about 'no' as it is used in that sentence in my book.(my questions stuffs I found from this to 'universal quntifier'(you used this term) are from the same book! At least, this has turned out to be wrong.
