No matter or whatever

Which is correct?

You can apply for financial aid whatever you nationality is.
You can apply for financial aid no matter what your nationality is.

I would prefer the following:
You can apply for financial aid without regard to / regardless of your nationality.

Or if you want to use the slightly informal "no matter" I would simply say:
You can apply for financial aid no matter your nationality.

Would you drop 'is' in both examples or just 'no matter'?

Is it not correct to keep the 'is'?
