No matter how

Dear Teacher,
I have come across with the following phrase in an article;
"All ideas should be greeted equally likely, however offbeat"

Being a novice and non-native reader, I did hardly understand the "literal meaning" of the above sentence. This caused me to repeat my reading more than twice!!

Dear Teacher,

If I rephrase the sentence in slightly different way, but disclosing a clearer idea, as shown below. Do you find that it is grammatically amiss or delivers different meaning?

"All ideas should be greeted equally likely, no matter how offbeat it is"
