Hi

I heard a word in an interview which I was not familiar with. I checked Google, but to no avail. It was something like this.

No, I don't support this declaration of Marshal Law -- nor do I deprecate it. It is a factual position. We are dealing with the reality of power or with the fokai/phocai/focai of power.
