No fewer than vs no less than

It is considered plagiarism if a song contains ............................ 5 consecutive notes belonging to another song.

a. no fewer than; b. no less than; c. a few than; d. little more than.

Is it "no fewer than?", if it is, why not "no less than"?

In careful English, we use "fewer" for countable things and "less" for uncountable things. In everyday language, use of "less" for countable things is quite common. This is a bugbear for some people.
