No better than vs Not better than

1) The political situation is _____ and not even as good as it was last year.

a) not better than
b) no better
c) no better to
d) no better than

Ans is (D) .Could anyone please tell me the difference between ' no better than' and 'not better than' with examples?

I googled 'not better than' and did not see any results.So does that means 'not better than' is never used?
