Q:

Does the "NO" apply also to the content that follows "and"? (meaning no parallel parking and NO highway driving and no extra iput cords and NO upgrade slots).

Or does it only apply when "OR" is used instead of "and"?

What is the term that describes the rule (if no applies to both)?
