Last month they put me in jail
That's right. The head of the police is a ninth-degree Mason

What does " ninth-degree Mason" mean ? This was in Park And Recreation and since I don't know anything about politics or the law so can anyone help me please

My grandfather was a Mason. The Masons is a men's social society dating back hundreds of years. It is particularly associated with Scotland (my grandfather's heritage). Originally, I believe it was for stonemasons (men who cut and dressed stone for building), but expanded to other crafts. It is similar to the medieval guild - workmen who formed exclusive organizations.
