00How can I understand this phrase ".... it should occur nine to eleven days prior to the start of the semester." Does it mean that it may occur during up to eleven days before the start of the semester or only during 2 days (from day 9 to 11) and not immediately before the start of the semester?02br

0Yes, if the semester starts on August 29, this thing should happen somewhere between August 18 and August 20, inclusively (I assume). I'm not sure it's obligation - it doesn't say "it must occur." It could also mean "you should expect it during that time - but it's possible it will be a little sooner or a little later."0-
