I don't know if 3-4 nights are enough for a visit to new york.
or
I don't know if 3-4 nights is enough for a visit to new york.

I hear both used.

Is 3 nights enough for Vegas? Shouldn't it be Are 3 nights enough for Vegas? Since it's plural.

Both are said. With the singular, the speaker is thinking of it as 'a period of 3-4 night

I would expect the singular version to be more commonly used.

However, as Clive has already mentioned, both versions are used. And it is perfectly correct to use the singular verb. Clearly, "three to four nights" can be viewed as a single period of time. You could also make the period of time more specific and say this: "Is 4 nights enough for Vegas?"
