"Oregon's state planning is far and away the most comprehensive and probably the most effective. But Maryland's smart-growth program is next in line."


What I got "next in line" is that if Oregon's planning is the first in line, then Maryland's is the second. Right?

My take is that is simply a name that Maryland gave to their planning system. They called it the "smart growth" planning system.
