News report

For reporting the news heard on TV, it can be as follows:

1. I hear the prime minister is going to resign.

2. I have heard the prime minsiter is going to resign. (the present perfect tense seems logic to me because I heard the news before I report it)

But for the 1st sentence, I don't know why the simple present tense is also acceptable in this contest.

Could you explain the reason to me?
