If X is done "to the disappointment of" Y, then it just means that the action X caused Y to be disappointed. The party nominated Ekmeleddin Ihsanoglu. This nomination disappointed many secular CHP supporters.

There is another issue here that I did not previously notice. The original sentence, as I found in another source, has no brackets. Without the brackets the meaning is quite differen

So basically (though not exactly) "to the disappointment" has a role like a relative caluse in some way.
I thought "to" like a preposition there

"to" is indeed a preposition there, but its use is quite idiomatic (i.e. not something that you could easily predict if you just knew the basic meaning of "to").
