No I don't think so. That two are famous ones, you cannot generalize the rule.

You had better say;

He is from Jeonju

or if you want to use in sentences you can say;

He is my Jeonju fellow/mate.

My guess is that no one has yet established an English word for that, so you can be the first to invent it.

It appears that you want to add a consonant before adding the ending. That's fairly common, so you can use that approach if you wish. To be consistent with English usage you might consider the following as candidates for your new word:

Jeonjuian, Jeonjunian, Jeonjuer, Jeonjuner, Jeonjuese, Jeonjunese, Jeonjuite, Jeonjunite

Your suggestion of Jeonjunian is as good as any.
