New "O Before U" Rule?

I found an interesting spelling rule on someone's blog:
O before U except after Q and when sounding like "You"
Is it accurate? And is it useful in helping kids learn to spell?
There is also an interesting extended version of "I before E except after C" which covers some ofthee exceptions.
