never to or to never

Can I change the positions of`to and never in this sentence? "It has been proved that being aware of the dangers caused by all drugs, including cigarettes, is the most effective way to persuade one to never form the habit." (ILI intermediate 3)

Both are possible, but I prefer "to never."
