Honestly I'm not really sure of my understanding here. I could think of 2 possible meanings:

Initially, lie is a verb that has several meanings. The most common meanings are two:

1-to lie; to sleep

2-to lie; to say a lie.

1-"Don't allow others to say that I can't let sleeping dogs complete their sleeping."

Although she seems certain that the dog shredded her papers but she cares about what others could say about her if she wakes him up. It would be something inappropriate to do overall.

2-Don't allow others to say that you accused sleeping dogs of a "lie". You can't.

The dog couldn't speak, but by his actions. He most likely shredded her papers, then immediately went to sleep in order to not be punished and she didn't see him while he was tearing up her papers. So, you can't let him lie if he were sleeping.

I tend to the first meaning more than the second one.
