Never fail

Hi,

"It feeds into a wider criticism of Europe's leaders: that they never fail to focus on the wrong things, particularly institutional change." [From the BBC web site.]

Does the clause "they never fail to focus on the wrong things..." mean "they always focus on the wrong things..."?

Thank you.
