a never-fails plan sounds like it has been tried more than once in the past, and it has never failed.

I wouldn't describe it as grammaticaly wrong.

But if you said it in an interview for a very good, professional kind of job, I'd think 'This person does not know how to speak in a formal situation'.

I am exploring noun phrase premodification by verb phrases. It is used often enough in casual writing that I think I (english learner) should have some command of it.

I'm not sure that I can explain the grammar, but here are some phrases that, in my experience, definitely work..

- It's a fail-safe plan

[Even if it fails, we'll still be safe: there are procedures that will enable us to recover]

- It's an idiot-proof plan

- He has a can-do attitude

[If you ask him to do something, he will say that he can do
