Never and ever

I know “ever” and “never” must always be used along with Present perfect and not Past simple, but at the same time the sentence:”He was never told the truth” is correct, even thought it’s the passive form of past simple that I’m using.

How could I explain it to someone else who struggles to understand the difference?
