Hello

Could you tell me if the position of "never" is correct in both sentences below? and if both correct, does it change the meaning of the sentences because of its position in both sentences?

1. If they had, the environmental disaster would never have happened.

2. If they had, the environmental disaster would have never happened.

This is also correct. It's just an alternate word order that's not used as much.
