You cannot have a "neutral" accent and speak with an Ohio (i.e. Upper Midwest) accent. It is still an accent. There is no true neutral English accent--everyone speaks with some accent. There are just accents that are pleasing to the ear or established as a standard that because they are set standards are referred to as 'neutral'.
