Networking/Network sites

Networking/Network sites want you to feel that you have control over who sees your personal information. However, the reality is quite different as sites are now being used as surveillance tools.

For a start, do both "Networking" and "Network" fit in the above and mean about the same?

Second, is it also right to say 'monitor tools/watching tools?" Thanks.

But why doesn't "Network sites" sound right? It sounds better than "Networking sites" to me.
