"netting" or "mutual offsets"

Hello,

Is there any difference between the two (i.e. netting and mutual offsets) or are they synonymous?

Context:

"...
The Moldovan government also will target an increase in excise taxes on diesel fuel and gasoline, a substantial reduction of netting operations or “mutual offsets,” and will strictly refrain from issuance of government guarantees, in recognition of the difficult experience with called guarantees and the current difficult financial circumstances.
..."

By the way, why is the expression marked by inverted commas in the sample?

Hi Petusek, "netting operations" and "mutual offsets" are the same thing. I think they have used the inverted commas to mark the fact that this is an explanation or alternative term for "netting operations". I don't know why it is in a bold font though.

Hi Petusek, "netting operations" and "mutual offsets" are the same thing. I think they have used the inverted commas to mark the fact that this is an explanation or alternative term for "netting operations". I don't know why it is in a bold font though.
