Net power consumer

Hello every body at English Forums.
Would you please help we figure out What "net power consumer" means in the following paragraph.
Thank you very much in advance.
By adjusting screen sizes it is possible to accommodate future changes in waste composition. The plant layout therefore has the ability to adapt to changed conditions, but bio-drying will always be a net power consumer.

Top answer

In municipal waste disposal, if certain waste materials can be simply screened and then burned for power or mined for recoverable materials, then there is a net power recovery here. However, for large materials that have to undergo the bio-drying process in order to be further processed, there is no net energy recovery, because the bio-drying process takes so much time and energy to complete.
