This essay has presented an argument and counterargument to the proposition in question. It was argued that a neo-colonial Chinese empire predicated on selective neoliberalism of the Beijing consensus provides an opportunity for African states to build robust economies through the creation of jobs and ultimately ‘fiscal wealth accumulation’. Ultimately, however, given prior unsuccessful Western investment in African countries which has generated large debts on African shoulders, the social problems China creates in Africa should be short term ‘sacrificial’, safe in the knowledge that China provides something of a ‘neo-renaissance’ for African states to capitalise on this opportunity and achieve elevated economic and social development throughout the 21st century.
