Neither you need

Hi teachers,
Which one is better?
I found 'a' in an article, shouldn't it be 'b'? Does it need a comma after 'French'?

a) You don't need to attend an English, French or German-speaking school in order to master any of those languages, nor do you need to pay for expensive private classes at a language school.
b) You don't need to attend an English, French, or German-speaking school in order to master any of those languages, neither you need to pay for expensive private classes at a language school.
