¿Neither of both NEEDS or NEED?

Hi, I want to know if it's needs with the "s" or without it. I can assume that's plural so it doesn't need it but I'm still doubting it because either one it's third person so I hope you can help me out.

"Neither" is singular.
(Neither one )(Neither one of them) needs.......

Both of those sound quite odd, especially the first one. I wouldn't use either one.
