Neither... nor... ever... never

Which is/are correct?

1) Neither always nor ever
2) Nor always or never
3) Neither always nor never ( I think this is double negative and is wrong, right?)
4) ..........

The idea is that something (referred before in the text) happens sometimes – so, we cannot say that it does happen all the time – as well as we cannot say that it never happens.

I mean, could I write it like this:
