Some conjunctions combine with other words to form what are called correlative conjunctions, and the "neither... nor..." pair is one of those correlative conjunctions. It (neither... nor... ) joins or links or connects elements of a sentence that are grammatically equal.

-Polonius said, "Neither a borrower nor a lender be." ("neither ... nor..." joining the nouns 'borrower' and 'lender')
-He is neither sane nor brilliant. (here, it's joining the adjectives, which are of equal grammatical rank, 'sane' and 'brilliant'.)
-Neither Sara nor Peter went to the university. (here, it's joining / linking the proper nouns 'Sara' and 'Peter' which are of equal grammatical rank.)

The "neither... nor...", as shown in the examples above, comes before or precedes the things or the ideas that it joins or links or combines.

Thank you so much.
So it seems that both nouns or both adjectives that wants to be used in this grammar shouldn't be kind of synonym.
Specially for adj form: it is neither warm nor hot. I think it os not correct cause both adj are kind of same.
It is neither hot nor cold. It seems the seconds sentance is true.
