At this point, the team does not feel in a position to comment on
precision, as neither the sample design, indeed not even the survey’s frequency, have been decided.

The second half sentence reads weird to me, especially the blue part.
Anyway, I am thinking about changing it to something like this:
..., as neither the sample design, nor even the survey's frequency, have been decided.

I say go for it! In your version I don't believe the commas are needed. The blue version is a bit stylish, and is intended to emphasize the second undecided item.

I'd say it would have to be something like:
