Neither do well

HI

So I'm quite positive I've heard such phrase before but I don't know if this is the right spell or if this was the right form.(acting goofy!)
It meant for someone who is not good at doing anything and basically is useless.

Acting goofy to me means somebody is acting stupid/silly. They might not be useless just acting silly. I'm not sure on the spelling either and I have always thought that the expression might have come from the cartoon character goofy.
