"neither address" vs. "neither addresses"

Hi, I believe I have seen both expressions "neither of them address [some issue]" and "neither of them addresses [some issue]" (having the verb in the either singular or plural).

Is any of these two expressions preferred over the other one? Is there any difference if there's "any" of "either" instead?
