Neither

Modern kids spend more time engrossing in the big screen than their parents at their age did. This trend goes in tandem with the decrease in the children's drive. From my perspective, neither are blameworthy, and preventive steps from parents could help to settle the matter.

What does 'neither' mean?

It means both, doesn't it?

Thank you!!!

That was written by a non-native speaker, and you can tell. I suspect he meant "neither is blameless".
